Round one is settled, so if you lost the 30th anniversary draw or never got an entry in, there is a second one. Pokémon Center Online has opened an additional lottery round for the ¥7,200 MEGA expansion pack 30th CELEBRATION BOX and the ¥6,200 30th CELEBRATION Premium Deck Set Espeon & Umbreon, with entry open from August 28 at 12:00 JST to August 31 at 16:59 JST — and delivery limited to addresses inside Japan. Two things changed from round one: the entry mechanics now split into two explicit lanes with different payment methods, and winners do not get product until November. When does the second 30th anniversary lottery run?

Entry opens Friday, August 28 at 12:00 JST and closes Monday, August 31 at 16:59 JST for both products. After that the two SKUs drift apart by a few hours on results and by ten days on shipping. Every time below is Japan Standard Time, and both are draws, not first-come-first-served.

Two details in that table do real work. The payment window is short — four days from the results drop, and if you miss it the win evaporates. And the shipping row is the headline: November, against a September 16 general release for both products in Japan.

For the round-one comparison, the Premium Deck Set draw ran August 10 to 14 with results on August 21 and units shipping by September 15 — that round’s winners got product before the street date. Which entry lane do I apply in?

There are two frames, they are mutually exclusive, and applying in the wrong one is scored as a loss. Pokémon Center Online splits applicants by whether they have completed My Number Card identity verification on the Pokémon Players Club site. Verified people apply in the verified frame; unverified people apply in the unverified frame. There is no overlap and no forgiveness in either direction.

The payment split matters more than it looks. Convenience-store payment is the standard workaround for people without a Japanese credit card, and it exists only in the verified frame — the frame that requires a My Number Card. So the lane that is easier to qualify for is also the lane that demands plastic.

The draw itself is not a flat coin flip either: the announcement states it takes the customer’s service usage history at Pokémon Center Online into account, without publishing how, and Pokémon Center Online says outright it will not answer questions about the draw method or the results. What gets an entry thrown out before the draw even happens?

Three rules disqualify entries silently, and none of them produce an error message at the point of entry. You submit, you wait, you get a loss notice that looks identical to an ordinary loss notice.

The third one is procedural: entries can only be cancelled during the entry window. Once August 31 at 16:59 passes, the entry is locked in. And if you win, order, pay and then cancel from your order history, you cannot re-order — even if the payment window is still open.

What does the email rule actually check, and what changes on August 25?

The verified frame compares the email address registered on Pokémon Center Online against the one on Players Club, and a single differing character costs you the verified status. Case is forgiven — ABC@ and abc@ are read as the same address. Dot placement is not. Move a dot, add a character, use a different alias, and the system reads you as unverified, which means your verified-frame entry becomes a loss.

Sitting three days ahead of the entry window is the other moving piece. The Pokémon Card Game official site announced on August 21 that the app used for Players Club identity verification switches on August 25, 2026 from the Digital Agency’s Digital Authentication App (デジタル認証アプリ) to the Digital Agency’s My Number app — with the caveat that the date can move depending on when that app actually ships. If you are already verified you do not need to re-verify because of the switch. Can I enter from outside Japan?

No — and not through a workaround either. This is worth saying plainly because the second-chance framing makes it sound like an opening. Four separate rules close it:

• Delivery is limited to addresses inside Japan (商品のお届け先は、日本国内に限らせていただきます).
• The right to order a won item is valid only for the applicant and cannot be transferred to a third party (ご注文の権利は応募者ご本人にのみ有効で、第三者へ譲渡することはできません).
• The identity-verified frame runs on a My Number Card, which is issued off a Japanese resident record.
• The non-verified frame still needs phone-number verification and, at the end of it, a Japanese delivery address.

The transferability clause is the one that matters most, because it is what kills the obvious idea — having someone in Japan enter for you. That is not a shipping problem an agent can solve; it is an eligibility rule about who the order belongs to. What does a November shipping window actually mean?

It means this lottery is no longer a way to get the product early — it is a way to get it at list price. Both products go on general sale in Japan on Wednesday, September 16. A winner in this round receives the deck set somewhere between November 1 and 15, and the BOX between November 11 and 20. That is roughly two months of ordinary Japanese retail happening first.

By the time these parcels move, the September 16 supply picture will already be known — and whichever way it goes, the win stays locked to the applicant and lands in November. For overseas collectors that collapses into one observation: the fastest route to a 30th CELEBRATION product is not the draw. It is September 16.

What route is open from September 16?

Ordinary Japanese retail. The MEGA expansion pack 30th CELEBRATION is ¥360 per pack for 6 cards, and the Premium Deck Set Espeon & Umbreon is ¥6,200, both released Wednesday, September 16, 2026 — general-retail products with published prices, not Pokémon Center exclusives. That is the difference that makes them reachable: the barrier is logistics, which is solvable, rather than identity, which is not.

One last practical note for anyone who is eligible and entering: confirmation and result emails come from the domain pokemoncenter-online.com, and the announcement warns applicants to let that domain past their spam filters. Result emails are not re-sent. Miss the mail, miss the four-day payment window, and the win is gone with no appeal — Pokémon Center Online does not answer questions about results.
