Which Japanese lotteries can you actually enter?
When a set is hot in Japan, it doesn't go on sale — it goes to a lottery (抽選). Every guide tells you to enter them. Almost none tell you that most of these retailers cannot take an entry from an overseas address at all. We read each one's own terms and quoted the sentence that decides it.

We found no official page documenting an online Pokémon card lottery. The only lottery on their official site is a store-entry ballot requiring you to be physically present.
What this leaves you
Amazon.co.jp's invite system is the only route here with no published residency rule, and it's the only one where the retailer itself ships abroad. Everything else needs someone in Japan — which in practice means a proxy service, and a proxy can only help where the retailer doesn't lock the account to a domestic purchase history or a fixed address.
